8(a) Identify Requirements
The Government program manager or interested party develops a statement of work (SOW), prepares a government estimate, and obtains the necessary funding.
8(a) Decision to Sole Source
The Government program manager or interested party chooses Cortina Solutions to support the targeted scope of work and submits a procurement request to the agency contracting officer.
8(a) SBA Worksheet
The agency contracting officer prepares and submits an “Offer Letter” to the U.S. Small Business Administration: mdofferletters@sba.gov. The District Director of the Birmingham District is Thomas A. 8(a) SBA Review & Acceptance
SBA processes the Offer Letter and returns it to the agency contracting officer, who submits the Statement of Work and Request for Proposal or Quotation to Cortina Solutions.
It usually takes no more than a few days for the SBA to approve the request.

8(a) Negotiations & Scope Definition
The government agency and Cortina Solutions enters into negotiations resulting in a proposal which is evaluated and approved by the agency.
8(a) Contract Award
The contract is awarded to Cortina Solutions. (A copy of the contract, along with the SBA approval letter, needs to be sent to the SBA representative.)
